The People’s Representatives Committee for Federal (PRCF) is a political platform formed in the context of Myanmar’s political crisis following the 2021 military coup.
PRCF brings together political actors committed to contributing to the development of a Federal Democratic Union. Its institutional work includes constitutional development, political dialogue, research and policy work, international engagement, and the strengthening of youth, women and institutional capacity.
Federal Democratic Union
PRCF’s constitutional work expresses a vision of a Federal Democratic Union founded on federalism and democracy, equality, self-determination, fundamental rights, democratic institutions, constitutionalism and civilian supremacy.
In February 2024, PRCF publicly released The Constitution of Federal Democratic Union 2024 (Final Draft). The document presents PRCF’s constitutional proposals and provides a basis for dialogue and discussion with other stakeholders. It should not be understood as a constitution finally adopted by all stakeholders.
Political Roadmap
At the PRCF In-Person Meeting of 23–24 August 2026, PRCF adopted a six-point Political Roadmap:
1. Work toward the emergence of an appropriate political environment.
2. Conduct political dialogues involving diverse political forces.
3. Draft and approve a constitution in accordance with political agreements reached through political dialogue.
4. Hold multiparty democratic general elections in accordance with the resulting constitution.
5. Establish the legislative, executive and judicial pillars in accordance with the constitution and build a new Federal Democratic Union.
6. Practise constitutionalism.
Institutional Work
PRCF’s current institutional priorities include strengthening research activities, building the capacity of youth and women, developing cadres, strengthening its International Relations Committee, and developing procedures relating to membership.
PRCF also engages in international communication and dialogue while continuing its work on federal democracy, constitutional development and institutional cooperation.
Our Approach
PRCF recognizes that building a Federal Democratic Union requires political dialogue, cooperation and agreement among diverse stakeholders. Its constitutional and institutional work is therefore presented as a contribution to the broader process of building a democratic and federal future.
